Not without some nice gear they can't.
Casting > Melee for wells due to the healing capabilities of casters. Mages would be a more popular choice for welling.

Everyone says "EE" this "EE" that items...
And they also say it is better at higher levels...

Well I only started about 3 days ago... I well with crap items on... but I do it with Barb...

I bought Bronze Wpn/Armor... about 1fg each... look for a good one... you can use these from level 1... they are good to get early
I found a good "90+" life Charm... with other mods... you might find a good one cheap also...

This will give you some indication on what to do in the future for welling...

I ended up buying "Steel" items later on for when I got to level 10... these are good to use... but then I went to do Arena and then welling after that...

While welling can be done in the low levels and you may find decent starter items at level 9+, that is not what people are really referring to when they are talking about making welling characters. High level wells (64+) are a whole different game as far as difficulty and potential drop quality .. which is what people are after ofc.

honestly, you will need 1000+ fg for even the least effective setup. I would recommend just playing in catacombs and finding a few items to sell to work up to a weller if you are still interested.

I would also recommend mage over rogue for welling. the extra mana makes all the difference.
