When I try and transfer a armor or weapon it says that character cannot accept anymore items and i havent even sent any and my inv for both chars is not full... is there a certain lvl req or something?

no but items for sale on the Marketplace are counted like items in your inventory

so you probably have too many items for sale on that character so you can't transfer items to it
