64-84 (mighy be easyer on 64 tho^^).

best char for well is warlock, but if you don't have one just go with mage
e: put 10-15 first into vita, because sometimes they crit much.

why i need such a high lvl? higher lvl = better chnace on much ee or so?

higher lvl = more mana = easier to well
and yes, lvling at higher lvls can give you better stats ( all based on luck again, nothing sure )

so i could use a lvl 1 char with nice lvl 1 eq and well lvvl 55 items with my lvl 1 char and they get good stats and the well monster is lvl 1 cuz i am lvl 1?

nop

because if you're lvl 1 and you well a item lvl 55
the lvl of the well monster is between your lvl ( or higher, not sure ) and the lvl of the item

try to fight a lvl 50 monster at lvl 1 and you'll die quite easily
