if you have some INT on your charm for ex ( lvl 55 120 EE + 30 int ) it is like you have a lvl 55 150 EE
BUT int adds some mana + more int so your heal charm works better

i was told this wasn't true when you're higher in levels

So to my understanding, a level 55 dagger with 280ee would be more powerful than a level 55 dagger with 250ee and 30str. But for casters it's a little different because intelligence not only adds to your damage but it helps protect against caster mobs as well. Though I'm still not sure if a 280ee charm or a 250ee charm with 30int would be better. I guess it depends what you mean by "better".
But (to my knowledge) it works so that for the most part EE and strength work along the same line except when you get up to higher levels - where EE is more powerful.
