I have been looking for a damage charm, but the good ones run at least 1-3k on average.

Does a 200-500 damage charm provide the damage to take down a high level'd well monster? What is ideal damage on a charm for a mage? "yes for welling"

The shown damage doesn't mean anything in LS. Just look for the highest EE you can afford.
I'd personally say you'll need 120+ ee damage and heal charms to get a high enough success rate. Also shoot for 35+ int robe/staff.

The shown damage isnt as important because it changes from person to person, yeah.. Does a 200% ee charm make a noticeable difference between a 195% ee charm? Should you go for a 200% EE charm for 1k fg or a 190% EE charm for 700 fg. Assuming both charms are the same

it changes from the type of the charm and the EE

a 200 EE charm and a 195 EE are almost the same but the 200 EE wil go better and is more expensive.

so it depends on what you prefer and how much fg you'll willing to invest ;)
just look for the highest EE charm for that amount of fg :D

One other question

What would be best?

Lvl 55 Fire charm w/ 150 EE

or

Lvl 45 Fire charm w/ 165-170 EE

Does the tier make all the difference or is the most EE still important

the lvl 55 fire will works better cause it equals a lvl 45 with 175-190 EE
so the tier makes the difference BUT the lvl 45 cost less mana to cast :p
