I'm wondering what lvl the well monster will spawn depending on the item lvl requirement.

a tier 5 item is only lvl 10 required to use it but only drops from lvl 20 monsters. Is that item considered a lvl 20 item? or a lvl 10 item? What lvl will the well monster spawn as? Is it safe to try welling that at lvl 10 or should I wait for lvl 20 to well that type of item.
