can lvl 55 items drop as secondary on items less than lvl 55?

nope, when your welling at 55 you can only drop a 45. When your welling at 64 thats when 55 start to drop.

lvl 55 items sure can be secondary drops on items of a lower lvl, as long as your char is lvl 64+
