Yes, as soon as someone passes a MQ with the last unlockable character, I believe.

when it resets do you lose all gear?

No, you keep all your gear, but your characters all get reset to level 0, and you must start your climbs again. All gear and proficiencies are maintained!

thats pretty GG imo.
keeps some players from losing interest in the game.

totally agree, i just started ls recently and it would suck if it got reset today tongue.gif
