i had level 79 and it worked very well

i heard 64 is best level to start welling and then just keep welling all wellables you get and level up from doing that

Level 64 is the best level for welling.

As well monsters are you level +1, at 64 the monster will be able to drop level 55 items as a secondary drop. It is the lowest level that the monster can drop 55 items, therefore the easiest monster you can face.
