for lower lvls would INT be better or mpk ? or any info on mage would be greatly appreciated

Would depend on the rest of your gear.

Generally a combo of high int and high mpk with a high ee charm is prefered. Personally wouldn't aim for mpk at all after level ~ 20-25 (as a main mod that is).
