I got a question...i have low lvl chars and i started saving all my +% exp gear....now i read about the jubilance mod on gear....well i equiped something i found with it and it doesn't seem to do anything...what am i doing wrong?

You get 1 exp per second per point of jubilance you use,

thanks....now where can i use it to get the exp? and can i sit in like the arena, catacombs to get the exp.
