if anyone knows a decent build for a universal char ( weller , mf , cata , all things ) with cheap moderate items , pls post here .

There is no "cheap" way to get a weller which will be able to do everything.
You'll need an attack charm 100+ee, a heal charm 100+ee
staff and robe with as high intelligence as possible.
stat 30/35 vita, rest int
of course at a mage

if you took a glance down the top page you would see a big, bold, and red title say "WELL MAGE GUIDE"

Have you looked in the character build sticky? There is 3-4 guides in there for wellers in there. There is also a nice bold red thread for a weller about 2 posts below yours.
