Well you generally want a nice balance of strength and ee
if you put 10 to vita (unless your hardcore, you shouldnt waste these points in vita imo)
but you can decide this
Do you want your character to do higher consistent damage? or Higher damaging and more often crits (along with less enemy crits on you)
Dexterity effects the power and how often critcal strikes happen, most people aim for 100-125 dexterity(i go 120 personally, but to each his own)
I know a few people that are very successfully with a pure strength build.
Ehanced effect boosts your defense, this will allow you to last longer in battles, monsters do less damage, allowing less damage to your health, resulting in more mobs per regen
