Is it better to wait until level 71+ to mute items or does it not matter what level you do it at?

Most people prefer the higher levels yes, but people have also muted amazing things at lvl 1 and other assorted levels. It's mostly random other than the small chance at 75+ of muting above the regular "maximums" for items stats.
