to give a basic, but very important answer for the start:
ANY character will be fast if you are willing to invest much into it.
good gear is the most important thing to climb fast.
the choice of character is in that case rather a selection of your personal situation ( e.g. what items you got or how much you want to invest into it ) and your preference.
you will most likely hear a lot of answers telling you to go melee or to go caster and so on.
they all got their pros and cons.
basically, using medium gear, melee characters are superior in the first levels because casters lack mana.
melee characters can go no regen much easier e.g. with life per kill/attack and later on life steal.
casters would need some better gear, eventually unspawnable high mana per kill/attack xxx max mana gear which costs a lot.
they can go melee as well at the start, but since they lack stat points you have to invest into int for later, they can not reach the same speed.
from the medium and especially higher levels onwards, casters are in contradiction faster than melee using medium gear.
especially considering wells and the speed of combats, they are pretty fast. melee characters need a decent weapon and eventually some life steal gear to gain similar rates.
but with good gear, you can balance the problems of each type and create a very powerful and fast character.
thus its most important to give some information about your situation and funds.
when talking about a character that is not that expensive, but fast in relation to its costs,
the rogue caster is probably one of the fastest chars since you connect these advantages.
you go melee the first levels, since you have 60dex and can wear all weapons, this is still quite fast,
from level 25 ( or later, depending on your gear ) onwards you switch to casting, your mana pool should be big enough from here on.
