you got that right, this depends on your individual gear.
if you already have a good strength setup, you can stick with it
and get the missing dex points to reach 110-120 by stating them. the rest can go into strength again.
if you have very good dex gear already, you rather stat less dex and more strength as you just need less dex to reach this 110-120.
if you feel you want to improve, e.g. because you see a nice dex armor or hybrid armor on the market
you can of course do this and apply the stating to the new situation, thats no problem.
But usually, dex gear is more expensive then strength, especially good hybrid gear e.g. dex/str or dex/lifesteal str/lifesteal is very popular and thus costs more fg,
so this isnt a must have if you are low on fg.
Personally, as a melee char i would recommend to have at least 1 item with life steal in the higher levels, this really helps a lot as
you steal life depending on the damage output you do and can recover your life during combats.
