45dex 35 scale
110 ee 45-55 scale

realistically which ones better in the later levels, or should i just switch up at the higher level to ee

Depends on class, if you can afford a good ee scale armor I would always choose that over dex.
But for other classes (monk/ninja) where ee armors are not that good, then dex is the way to go
