Okay... I made a thread and it expired, but I quoted the respondents:

From my understanding.

The 5% Ice Mastery will increase Defense only on the items worn plus 5% Enhanced Effect up to the items max overspawn val.e of the charm used (Nothing over 80% on tier 3 etc)

can't remember if the defense boost actually works or not, EE is definitely correct though.

Just as an example, if using a tier 3 ice with 60ee and you had 10 prof and were using that sword, total damage (excluding int) would be as if you were using a 75ee ice (60 + 10 + 5)
if using a tier 3 ice with 60ee and you had 20 prof and were using that sword would hit the prof cap of 80ee, so would be the same as 80ee ice

Sorry for the delay in responding, but from both of your comments, I should have worded my question a lot better.

Okay, here is a better example:

Your have:

Rank 5 in Ice and you are wearing these 3 items (charm on Main Slot) @ level 6

Rare bronze sword (Tier III)
Damage: 5 to 51
+15 Intelligence
+5% Ice Mastery

Rare bronze plate (Tier III)
(make believe)
+15 Intelligence
+5% Ice Mastery

Rare Ice (Tier III)
(make believe)
60% Enhanced Effect
+15 Intelligence
+5% Ice Mastery

Now, you have a maximum of 95% Enhanced Ice Damage instead of the 100% Ice CAP @ level 5+

For myself personally ... that is just overkill with 0 defense, would like some max life on one or two of the items.

Thank you both for your posts earlier, and I hope this clarifies my question(s)

EDIT: I thought that your character level 1 to 4 is maximum of 80% Enhanced Effect, and at level 5 to 9 is 100% Enhanced effect maximum etc.

Lets suggest you have 15 ice prof and those 3 items.
Your ice will be capped at a total of 80ee which includes prof, mastery and EE all added together, if the total is less than the cap, it uses all of it, if the total is more than the cap then the cap is used.
the +int is irrelevent as you can be +0 or +1000 int, all of that adds damage in a different part of the calculation.
even at level 70, the ice is capped at 80ee, as the cap is based on the tier of the item and nothing to do with the level of your character.

So seeing i'm able to actually show this due to having 25 prof
Here's two fires which do different damage in profile, this is because prof is not applied in damage calculations in peoples profiles.
Then in game both of them do the same amount of damage

Can see that my damage calc also comes up with the same answer and tells you what your damage would have been if the prof/ee cap didn't exist.

So as a reminder these are the EE caps:
T1 - 40
T2 - 60
T3 - 80
T4 - 100
T5 - 120
T6 - 140
T7 - 160
T8 - 180
T9 - 200
T10 - 220
T11 - 240
T12 - 260
T13 - 280
T14 - 300

So lets suggest you have an unspawn tier 1 item with 100ee. in your profile it will show the amount of damage from having 100ee
If you go in game, it will show your damage as if it only had 40ee

To also repeat. If your EE + elemental mastery + prof go over the ee caps shown above, the EE cap will be used. The ee cap is based on the tier of the item and nothing to do with stats/level.
For weapons it's just EE + prof obviously as weapon mastery doesn't exist.

Thanks for that, I had totally forgotten about the item caps and too busy trying something new for prof gain and casting. "Homer Simpson moment DOH"
