Just as an example, if using a tier 3 ice with 60ee and you had 10 prof and were using that sword, total damage (excluding int) would be as if you were using a 75ee ice (60 + 10 + 5)
if using a tier 3 ice with 60ee and you had 20 prof and were using that sword would hit the prof cap of 80ee, so would be the same as 80ee ice

Okay, here is a better example:
Your have:
Rank 5 in Ice and you are wearing these 3 items (charm on Main Slot) @ level 6
Rare bronze sword (Tier III)
Damage: 5 to 51
+15 Intelligence
+5% Ice Mastery
Rare bronze plate (Tier III)
(make believe)+15 Intelligence
+5% Ice Mastery
Rare Ice (Tier III)
(make believe)60% Enhanced Effect
+15 Intelligence
+5% Ice Mastery
Now, you have a maximum of 95% Enhanced Ice Damage instead of the 100% Ice CAP @ level 5+
For myself personally ... that is just overkill with 0 defense, would like some max life on one or two of the items.

EDIT: I thought that your character level 1 to 4 is maximum of 80% Enhanced Effect, and at level 5 to 9 is 100% Enhanced effect maximum etc.
