They are there to represent just how weak he is, but somewhat dexterous ^^
At least remove str if he's that weak he can't even hold a stick in his hands and give him 10 extra vita

even the weakest have some amount of str. I think he is just so arrogant he believes he can kill everything with spells
he did unlock lots of doors to get there

The strength is there so he can walk around in his robes without falling over, also to carry those over-weighted Charms he ardors so damn much. Oh as for the dexterity, he needs that amount while dancing and waving his hands around for motion casting.

Actually, I think it is so he can hold a his liquor bottle while drinking (str), and to stop him from falling over from being too drunk, the dexterity comes in real handy.
