I think the LS donation thread is still there, maybe there are a few of them still on willing to donate some gear cheap... even though you are not a totally new person to game.

1- Since I am somewhat poor for now, which feeder should I make on a budget to start climbing again ?
... Barb cheaper (as mentioned clubs cheap) Also, you can just pick up any Dagger &/or Sword during climb each tier level, even if it is white, it will help with Samurai... which Feeder class only has TWO(2) Doors now, so you have a higher chance to pass.
2- Is Heavy weapon climbing viable or too expensive ?
... Viable YES with Quick Draw &/or Solo playing. Too expensive though and people don't usually like them in group without Quick Draw.
3- I never really cared about profiency, are they rolling back to 0 once the ladder reset ? what are they doing for weapon and for skill in general ?
... Doesn't roll-back... EDIT: Death has a negative % to Weapons / Casting & Healing, not other skills.
4- Is it doable to only have a farming character at high end and not giving a damn about MQ ?
Personally, not if you don't have gear... BWComformity is utilizing Magic Luck gear.
5- Is it better for me to climb by myself and sell my GP to some guild or go into a guild a stay with em ? (im back after so many years, not many people from my times are still here )
You maybe able to join group games without being in a guild, very low chance, but if you are after funds to upgrade gear, then you can sell your GPs until someone notices you and asks to join a guild.
6- I saw some people buying XYZ items from 1fg to 2-3fg for Glyphing/transmutting, is it worth to keep the item to sell em or we come across so few that it is actually a waste of time ?
... Drop rates have increased a lot, so just sell them off to increase your income more... or you can just use them as shrines...
