It's not exactly written, but I can tell you from experience swords crit more frequently than dagger.

The base ratio for swords is geared towards more crits. 75/25 compared to 10/90, the lesser number (in ratio to the higher one) influences critical hits. It is very difficult to get the ratio for daggers spot on, where swords is a lot easier to get close to the correct ratio.

It's a lot of math, and I may have not worded it quite right, but that should be an explanation.

Otherwise:
axes, daggers, dex gear, then ee charms, staves and robes with int (for warlock and alchemist) expensive option
