Imo I would go 55 because if not you'd need say a 150 EE charm of the same kind to compare to a 130 ee level 55

E.g. Fire 50 and Fire 55 = you need an extra 20% ee on fire 50 to make it even w/ a fire 55.

Always go 55 imo

5-10 vit to start, everything else into intel
35++ int dagger/staff
same with robe
130+ ee lvl 55 attack charm
110+ ee lvl 55 heal/focused heal
