Well, your weapon/armor is fine, but your heal charm is a bit low(in level, and also I'm sure you can get one with more EE), if you are doing wells at lvl 24. Also, put the heal charm in the ACC slot, the ice with 4xx+ health is not going to work in the ACC slot.
So you should look for a higher level heal with more EE is this is possible. (Put in into the ACC slot) And I also suggest buying a better main charm than the 4xx+ ice charm. You should look for a charm with LS/Str/Dex.

Also, if you can level fast, wells are easiest at lvl 64-70+. At least they are for me, excluding the very low levels.

Rogues tend to have lower defense as they can not use heavy armors, defense is very effective against well monsters.

Generally, a good character to fight well monsters will have:
Melee
-High defense, ideally a heavy armor (a plate mail with high EE is desirable)
-High life, usually a Fighter with at least the first 10 added to vitality, or a Barbarian with at least the first 10 added to vitality for even more life.
-High damage to kill the monster quickly.
-At least 100 dexterity to establish a good attack speed, but note the diminishing returns (I recommend 100-130 total based on your other gear)
-Life steal to replenish your life (life steal is relatively ineffective below level 20-25, it becomes more effective at higher levels when you do more damage).
I personally recommend against using a healing charm on a melee character, characters that have good melee stats have very low intelligence and thus low heal amounts and low mana, making all but the most elite heal charms useless.

Caster (assuming light or medium armor)
-Pure intelligence - more damage, more mana for more casts, both attack and healing. Intelligence also reduces damage from caster attacks.
-Strong attack and healing charms to kill quickly and keep your life up.
Some players like to add vitality on a caster, but a good heal charm can replenish your life more effectively (if your gear isn't excellent or you play hardcore, you should probably add some vitality if you don't have max life from gear). Casters have the benefit of dealing more damage, but they also have low life and a limited number of attacks that they can cast, which must be balanced with heals.

Dude basically,
Your wep is fine.
Get a str/dex armour.
get a Life steal charm Must

Or a dex/str charm and a LS armour.. wichever
