for melee characters EE on charms is useless, since it increase their dmg for casting - I hope you're not casting as barbarian
You should check the Item Drop Prefix Guide (
http://forums.d2jsp.org/img.php?x=100675 ). It's useless to buy 15 dex charm on lvl40, when you could buy same on lvl0.
Higher level, means higher ammount of stats on item.
EE/str combo on plate is very expensive ( serious ammounts of stats, ofc, not 50 ee and 5 str, for example ). Same EE on plate is okay, and it's not that expensive. Check the Drop Prefix Guide for the ammount which is maximum, and think how much you'd like to have.

For low lvls life is helpful, but on higher stats > life.
Like I said, check the drop prefix guide, and choose ammount of stats which you'd like to have. It's useless to buy 30 ee armor on lvl30, 'cause it will be 'junk' and you won't tank anyway.
