yeah there are always some quests that are just to easy and convenient not to pass up instead of doing constant scenarois but you will only start to figure out wich ones those are with experience... some of those quests are just a horrible waste of your time...
however all in all your best bet is to just sit in a warcamp (they always offer BOTH scenario quests (one for completing scenario one for killing players)), and keep accepting, scenario playing, completing and repeat.

make sure to venture out and get your new skills when you level every once in a while and take a trip to the auction house becuase it will greatly increase your effectiveness in the scenarios wearing your ranks current gear.
