are they limited-time or something? or always available? If always available, i won't be purchasing since i like my skins currently.

Looks like it says until the April update, so I don't believe they will always be available. They may come back but not really sure.

Pretty sure you can use on any other warriors, transfer via roster storage to use on Paladin or Gunlancer ^_^
