If I make a character on US EAST, get my passes and use them on east region

Can I then make a character on US WEST and still receive 2 passes useable on the west region

I understand passes can only be used on the region they were earned on but can I still earn 2 passes per region after earning my 2 on east?

I think they go by Roster, you should be able create in another sv in us east/west, wherever you want and still get 2 passes.

Every single server counts as a new start so yeah first two 50s will get powerpass so if you get two chars to 50 you practically get 2 extra powerpasses so the most efficient way is to have 4 chars on each server (2 powerpassed chars).

is that better than having all alts on same server though?

can u still transfer the same things, like upgrade mats? or is same region server transfer just about extra gold?

It's always better to have alts in other servers if you want faster progress since some dailies and weeklies can only be done once per account. If your goal is to get rich that is... If you only care about your own progress you will be fine on one server. Don't think there are restrictions if there are just sell and send gold to main. Not sure.
