if u get the founders pack does it mean u can play on the 5th?

I am currently living in The Netherlands and I cannot play the game. However, I might be able to play the game without workarounds like VPN etc. if someone would gift me a founderspack on steam.

So, I am looking for someone who would want to gift me the cheapest pack of 15eu in exchange for a steam gift card of 15 euro.
