Do I need to finish the Templar quest in order for it to drop? And if so, do I have to finish the campaign to complete that quest?

This item is not that rare and it's actually not too difficult to obtain it

This is the fastest way to get Defender of Westmarch legendary shield

First you must purchase the Mempo of Twilight from the legendary vendor

Then you must obtain the crafting material to make a Legendary LV. 70 wand (Atrophy or Ruinstoke can't remember the name now)

Finally you must equip both items on your hero and then the potion vendor in act 2 town will sell you a Defender of Westmarch legendary shield for a few thousand gold.
