Not everybody has the expansion, even tough nobody should play d3 w/o reaper of souls

You can make them in RoS still if you have a low level player make a game, then power level them to 60. The game will be level 60 and you can farm the mats if they stay in town and don't get XP to hit 61 and ruin it.

There's no reason to though, they don't stack with the level 70 version.
