Cosmic pets... no such thing to my knowledge.
Cosmic wings are from a rare spawn pony inside of rainbow portal named Princess Lilian. You can only get there by killing a rainbow goblin, which don't spawn in rifts. Pets which drop from menagerist goblins also spawn in places where rainbow goblins spawn... So a good bet would be the following waypoints: Northern Highlands, Southern Highlands-->Cave of the Moon Clan, Festering Woods, Royal Crypts, Tower of the Damned Level 1-->and as many levels down as you feel like going.
