Guys please look at my DH and tell me what I can do to dramatically increase my DPS. I just got back after being gone for a year.

I don't really care for the Fan+Fortress+Dawn build, it's just not fun for me, but I really like the Yang+ DML setup w/ Dawn though.... My concern right now is I can't do T13 with ease or much in pubs. Clearly the Litany pieces don't help since I'm rocking UE but besides that...?

you need
a chest with disc
better hellfire
visage of gunes in cube
use wolf companion instead of marked for death

And sacrifice cindercoat? damnnn hmm

For T13 rifts you will need the Ballistics Passive, drop Tactical Advantage. Also cubing or wearing a Harrington Waistguard will increase your damage greatly, just make sure to click on a chest, weapon rack or corpse/loose stone every 10 secs or so. Swap Bane of the Stricken for Bane of the Powerful.
