What would be the max CDR I need for a permanent vengeance?

Use the weapon Dawn in the cube (-65% cooldown on vengeance) and a diamond in the helmet (~12% CDR) and you are rather close to perma-use.

I got 20.35% cooldown right now and I guess my cd is at 23 seconds while the active time is 20 seconds.
