It's already gifted. He has a normal roll of Resource cost reduction in addition to the special roll.

Special roll is max of 50%, so if you have 51% or more, that means the weapon has RCR as one of it's rolls, and you can roll it off for something else.

ah was rly wondering why some bows got a stat less, and noticd the higher rcr too sometimes but couldnt make a rhyme of it
