I have to be doing something wrong, all i do is run TX rifts and vaults to get death breaths and I upgrade all the rare wands i get from them and from blood shards.
After 242 attempts at crafting it, i still cant find that damn wand!
Anything else i can do?

1x rare lvl 70 wand
25x death breaths
50x arcane dust
50x re-usable parts
50x veiled crystals

I seriously doubt you've crafted 242 wands without finding a single WOH.

I've rolled 10-15 of them in the same amount of crafts.

Thats exactly the recipe i used, a friend told me i shouldnt be using kadala's wands.
Is that true?

any yellow lvl 70 rare 1h wand

can be crafted from blacksmith also.

just kadala doesnt require the mats to craft them (saves you mats in exchange for bloodshards)

this is best by far

Its hard to find but keep crafting and you will get it for sure
