Just restarted in this season and would like to know if ring of royal grander was only avalaible in act 1 cache like before ? or if there is an other way ?

it was never available in only act 1 before, I believe a1 and 5 both have chance to drop it

Just do bounties t10 you need mats anyways

act 1 and act 4, but only in act 4 because act 4 can drop any cache only item so it's not nearly as common in a4 caches as a1
