I am running "Wastes", and going with Light WW, not sure which to use, and which to cube? I want both passives active.
+9.7% on the Scourge when considering socket

Basically, if I am Light build, which is more effective? 9.7% over all damage, or + 22% Light?

Ummm... what about Furnace cubed? I think 50% dmg to elites is much more important. Ofc this depends on what you're doing.

In any case, use the wpn with more dps and cube the other, simple. The 22% light is much more dps, while attacking with Light.

Only Furnace I have, is on my Jade WD, and it's ancient @ 4,065 DPS, so no plans to cube that anytime soon.

I think you're right, 9.7% all damage > 22% light.

I was going for a good AOE build for speed running Rifts. I'll probably have another Furnace by the time my character is actually ready for high GR's. Thanks for your input :)
