If I kanai cube a legendary and get the effect from it, I know the effect or whatever becomes forever there, at least usable by the character.

Is it only to that character though? I.e. I kanai cube a cindercoat on my monk, and make a witch doctor. Do I get access to that power on my WD, if so when? Or is the cube powers character specific.

Cubed items are shared for the account, so if you get a ring of royal grandeur you can cube it and not have to farm for it on every character you make
