I know in the past it was because most of your damage was done through the dust devils instead of whirlwind itself.

so my interpretation of this is that for this season, ww barbs are using waste set. set 6 bonus is for your tornadoes, not ww damage. CoE has a physical buff in it's cycle that affects your tornado damage, while skull grasp only buffs your ww hit dmg. This makes CoE > skull grasp.

They are right about the skull grasp. Obsidian ring of the zodiac is also an essential (can be in cube). Since unity is only usefull playing solo, Another option would be focus&restraint with zodiac in cube (+100% all the time > 200% 1/4 of the time)

F/R is actually more than 100% Cause one 50% is applied, and then the other 50% is applied. Thus is more like 125 I think

I personally dont like f&r cauz they force you tu use a fury generator attack, (i also have a sick coe lol) so even in groups i go coe&zodiac with an immunity in cube
