I've been playing the lightning RoV Nats build and I'm working towards 46% CDR (as suggested).
The guide I'm following keeps mentioning a 3:1 ratio when he talks about CDR. Wtf is he talking about 3:1?

I figured it out. Use evasive fire in between strafe 3 times then cast RoV once. 3:1
