If I take a level 60 legendary and reforge it once I hit level 70, will the legendary still be level 60?

yes, they removed the crafting recipe to forge a low level item into a level 70


unless they removed it to fuse it into recrafting a legendary into ur own level but i highly doubt it since its wasnt working in ptr and there wasnt patch note about it
