No, there's like 0 queue on the PTR.
Weekend = Slight chance for queue, a few minutes
2000% community buff = good luck with 5h queue
Right now = 0 queue.

Oh, and there's no eu server. There's one server located in the US for asia, europe and america. It's... a bit crowded.
