When a new season starts is it basically a new ladder like d2? What I mean is do you have to start a New character and does all your paragon restart ( I still don't understand the sharing of paragon)

But on a New season is it a completely fresh start on all of New season character's?

Yes. Your last season characters get bumped to normal characters. And when you start a character on the new season everything starts from the beginning
