It started on the PTR, but no one knows when it will start on the live server.

I can't find the proper blue post, but didn't they say that they "plan" to let Season 3 run somewhere between Season 1 and 2 regarding the length?
--> that would be between today and ~October 1st (only *if* they said it and *if* they did not change their mind).

My personal guess is that they test the new ladder in July (PTR), announce the new season in August and start it in September (live).

I'd be surprised if it's any later than august 21st

S3 started April 10, and it was originally going to last 4 months, so I assume it ends August 10, then there will probably be a week or downtime before S4 starts. Mid/Late August is my guess.
