anyway, will this gem and it's bonus affects with the wastes set REND damage buff?

Blood frenzy is a buff you earn when you proc the gem from a crit hit.

While I don't barb, I know that people regularly use pain enhancer on them, so I would assume that it does help with whirlwind and rend.
