cold dmtg only works if your doing dmg as weapon dmg. like fist of thunder does xxx% weapon dmg as lightining, so cold dmg dosnt work with it. sweeping winds does xx% dmg as lightining, so cold dmg dosnt work with it. Empowered wave does xxx% weapon dmg as holy, so cold dmg dosnt work with it.

but on the other hand tempest rush does xxx% weapon dmg. crippling wave does xxx% weapon dmg. so cold dmg does work with these to make enemies slower for a short time.

you dont need to get a cold dmg one, but it can be helpful depending on the build.

I can see how carefully you selected each and every slot. haha love it.

Anyway, looks like you've almost maxed out the stats without going for damn expensive gears.

You probably saved a lot of gold by doing this but the problem is that your upgrades are going to be damn expensive for just so so stats upgrade.

The only thing I would suggest is geting a LS EF and high dex/vital inna's pants. You can totally drop the res on your pants. Your ehp is great.
