Assuming all else is equal, you're better off with the 1os weapon as a long-term investment. Gem prices are going to eventually come down, making the LoH on claw 1 more valuable than the fixed 300 on claw 2. (that said, the JC cost for combining gems past Flawless Square will remain the same, so that's worth noting too -- you'll never get gems cheaper than the cost to create them; but the theory is that you'll get richer so that 2m gold will at some point be change)
In the short term, claw 2 will give you better value, but only if you're not already paying a premium for the LoH.
The best 1h weapons for (melee) monks are daggers, then claws/swords, then 1h axes, then spears/maces. Basically, the weapons with the highest base attack speed are the best, and having a fast weapon makes a huge difference because it'll allow you more slack in gearing options for the other sockets. As I mentioned upthread, I (sort of) made the mistake of buying an expensive 1.30 aspd weapon, which left me in a very tough spot when looking for gear upgrades.
