For infinite TR, you need much lower APS. Spirit per second used by TR is 10x APS, so if you dual-wield you need a ridiculous about of spirit regen (which gets expensive, and cuts into your DPS gears). Skorn is the best for TR for a reason... For MP2 you probably need LS skorn, which will be a big chunk of your budget. To get spirit regen you can swap in skills if you want to go more gear, but the more regen you have from gear means you can get more DPS/fun skills (MoC/Submission instead of MoH/Circular, Cyclone/Other instead of Inner Storm). SOJ and Inna's with decent regen are best spots for that, and Xeph ammy can add to that if you can afford a good one. 4pc inna helps with keeping sweeping winds up, but then you don't have a lot of other places to get more DPS/EHP (especially if you get xeph ammy). I'm cheap so I just do Mp0 with my TR build and dump my money into my uber build, but probably LS Skorn, 4pc inna (with regen helm) and a higher regen SOJ are first steps, and then see if you need more DPS or EHP to maintain MP2+ safely.
Juhazz probably has the most experience gearing up TR monks, though, you should scroll back and find some of his posts with the gears he got for his 4 monks...
/edit also keep in mind that IAS, while it helps your DPS also means you need more spirit regen... so be careful with those pieces.
