That's a good budget to build a quite decent monk. First thing is, decide if all res or OwE (the passive that stacks resistance). with that budget, you most likely can't afford to go all res. So, the first step is to find something that's a great deal with a particular resistance on it and build the rest of your gear around that.
If you don't have a drop or something laying around (like my buddy who found a 250+ dex 80 vit 59 lite res VW 2 days before building his monk), there are some things you can check to start:
Vile Wards dex, vit/life%, single res
Tri gloves w/ hi dex + singe res
inna chest with stacked res / BT chest with stacked res (I prefer BT chest, better EHP for lower budget monk like yours)
Nice avg dmg crit/chd rare ammy w/ single res
Good nats ring avg dmg/chd w/ single res
gg rare bracers (crit, hi dex, hi vit) with stacked res
if you find one of these at a SUPER good price, buy it and use that as your res. Otherwise, it's kind of whatever you want. Poison is expensive (sad me, was cheap when I started

), cold + light are pretty cheap but light can be hard to find ammys at the moment (just geared up a full 300m light monk yesterday), arcane and fire are pretty average.
2 piece inna is easy with pants + helm and is 130 extra dex. 2 pc nats is more pricey but 7% crit is hard to beat (plus free movespeed on boots).
top end monks generally use echoing fury mainhand/Won Khim Lau offhand. Just look at some of the sig profiles here, you'll see a pattern. Weapons should have socket, lifesteal, crit damage...with your budget, pick 2/3 and see what you can afford. I swear by dual lifesteal but most monks only use a LS echoing fury when they run into trouble, and otherwise they use a high dps one with no LS.
