OH damage does matter, but not nearly as much as MH due to the way dmg is calculated for tornadoes and also because nados account for 50-70% of your total damage (the range is so wide due to variations in play style, gearing, mp level, etc.) Tornadoes' damage is calculated solely from your MH's damage and any avg dmg from jewelry with the OH's damage having no effect. It does affect your ww damage since ww will alternate swings and the damage will be calculated from each weapon (plus jewelry) each swing. However, your OH will only affect half of your whirlwinds, so the total effect is about 15-25% of your damage. So if say you upgrade your OH and improve your OH's ww swings by 20%, the net effect on your overall damage is less than a 5% increase.
The benefit of an OH with high dps is build versatility. Some builds, such as HOTA or frenzy, derive their damage from both weapons equally, so if you were to have a high dps OH you could make build swaps without being gimped or need to regear.
